Yerel yönetimlerin sanat eğitimindeki yeri ve önemi
Günümüzde toplumun bireysel gereksinimlerini karşılaması, değişen ve gelişen Dünya’ya ayak uydurması kaçınılmaz bir unsur haline gelmiştir. Bu bağlamda; ülkemizde “Yetişkin Eğitimi “ sistemine baktığımızda birçok kurum aracılığıyla örgün eğitimin dışında kalan yaygın eğitim projeleri geliştirilmektedir. Bu projeler genel olarak toplumun ve kurumların ihtiyaçları doğrultusunda yapılmaktadır. Bu süreç genellikle bireylere okul ortamı dışında “kısa süreli “ eğitim olarak verilmektedir. Bu çalışmanın amacı, yetişkinlere yönelik sanat eğitimi faaliyetleri içinde yer alan yerel yönetimlerin meslek edindirme kurslarının önemini belirtmek ve bu doğrultuda önerilerde bulunmaktır.
Gelişmiş batılı ülkelerde yetişkin eğitimini daha çok yerel yönetimler üstlenmiştir. Türkiye’de ise Milli Eğitim Bakanlığı’nın yanında yerel yönetimler ve özel kuruluşlar da bu konuda çalışmalarda bulunmaktadır.
Bu araştırmada yerel yönetimler (belediyeler) bünyesinde bulunan meslek edindirme kurslarında verilen sanat kurslarının sanata ve sanat eğitimine katkıları ele alınmıştır. Araştırma için Konya Büyükşehir Belediyesi ve merkez ilçelerden Selçuklu, Meram ve Karatay Belediyeleri bünyesinde faaliyet gösteren KOMEK, MERMEK, KARMEK VE SELMEK’in çalışmaları incelenmiştir. Buralar da yürütülen sanat kursları gözlemlenmiş, kursiyerler ve kurs hocaları ile görüşmeler yapılmıştır.
Sanat eğitimi çalışmaları üç ay içinde birer ay aralıklarla gözlemlenerek gelişmeler tespit edilmeye çalışılmıştır. Kurs yöneticileri ve öğretmenleri ile yapılan görüşmelerde hedefleri ile varılan sonuçları tespit edilmeye çalışılmıştır. Bu çalışmada; toplumun ihtiyaçlarını karşılamaya çalışan kurumlarda toplumun sanat eğitimi doğrultusunda nasıl bir gelişim gösterdikleri ele alınmıştır.

Abstract
Nowadays, it has become an unavoidable fact that a society should meet the needs of its individuals and keep up with the continuously changing and developing world. Considering the training system for adult individuals in Turkey in this context, widespread training projects out of organized education are being developed by many establishments. This application is generally administered to individuals as “short-period training” out of schools. The objective of this study is to underline the significance of vocational training courses administered by local authirities, existing among artistic activities for adults and to put forward suggestions for this aim.
In developed western countries, education for adults is mostly administered by local authirities. In Turkey, however, municipals and private organizations are also organizing courses, as well as the Ministry of National Education. In this study, art courses organized in vocational training courses by local authirities (municipals) were investigated in terms of their contributions to the arts and training of arts. For the study, activities of KOMEK, MERMEK, KARMEK and SELMEK (organizations of vocational training courses in the central districts of the municipalities of Konya, Meram, Karatay, Selçuklu in the Province of Konya) were investigated. Art courses were observed in these organizations, and trainers and trainees from these organizations were interviewed.
Developments were determined as a result of observations performed with one-month intervals for 3 months. With the help of the interview with the course managers and trainers, the targets and the results reached were studied to be determine. In this study, the organizations trying to meet the needs of its society were investigated in terms of how they provided a development in the art training of the society.
